Eligibility Criteria

  • The Indian Tech start-ups, MSMEs, Companies, LLPs registered in India under Companies Act can apply. The entity must have atleast 51% shareholding with Indian citizens or persons of Indian origin. The applicant's entity should not be a subsidiary company of any foreign corporation.
  • To encourage participation from academia and industry, participating teams are not mandatorily required to be registered Indian Companies/ start-ups / MSMEs LLPs to apply for the Challenge. However, the teams shortlisted at Ideation Stage will be required to apply for registration as Indian Startups/Company/MSMEs/LLPs and submit the proof of having applied at stage of submission of prototype. It will be expected that by the time of selection at the final stage, necessary registration will be completed.

Terms and Conditions
  • Only the eligible members (See Eligibility Criteria) are allowed to participate.
  • During the Challenge, the Team Leader shall be considered as the Single Point of Contact for all engagements & communication by the Challenge implementing agency. Furthermore, the Team Leader cannot be changed during the Challenge without the prior consent of C-DAC and CCA.
  • The Team Leader and Participants will be required to use their E-mail ID and Mobile number for the purpose of Team Registration and Account Creation on the challenge portal for participating in the Challenge.
  • The challenge has three main stages - In the first stage, leading to ideation, the proposals has to be submitted online, and the qualifying teams alone will move to the next stage - prototyping and the qualifying teams from that stage alone will move to the Productization stage.
  • Teams shall maintain detailed documentation of their Idea, Prototype and Solution at all stages of the Challenge for reference and for record purposes, and such documentation will carry weightage as deemed fit by the jury. The Challenge Organizing Team / MeitY or its representatives on its behalf reserve the right to review these documents any time during the program.
  • The browser should work in almost all devices (Desktop,Mobile,Tablet etc.) and all platforms (Windows,Linux,MAC,Android,iOS etc.)
  • The participants have to clearly indicate the Platform/Hardware/Software needed for running their solution. Any additional requirements has to be clearly stated. Also, the end products including any external Library etc. should be included in a package and should be complete in all aspects.
  • Teams shall maintain detailed documentation of their Idea, Prototype and Solution at all stages of the Challenge for reference and for record purposes. The Challenge Organizing Team / MeitY or its representatives on its behalf reserve the right to review these documents any time during the program.
  • Teams are allowed removal/voluntary withdrawal of team members, only once, during the program before the prototype stage. Any such step will have to be disclosed to the Challenge Organizing Team for approval. No other form of team modification will be entertained.
  • The Awards/funding under Challenge shall be spent for the development of "Indian Web Browser" only.
  • The IP (Intellectual Property Rights) of the solutions of the Winner(s) and Runner-up(s) would be with MeitY. In the interest of Aatma Nirbhar Bharat initiative, MeitY may transfer the IP rights to more than one party for nurturing as a commercial product. The companies to whom, the IP would be transferred, would develop the final product and that may be used commercially.
  • The solution should not violate/breach/copy any idea/concept/product already copyrighted, patented or existing in this segment of the market.
  • The participants are free to use free and open source libraries. However they are expected to have made significant enhancements in the core engine, before they reach the final round.
  • The participants have to give a declaration (in a hundred rupee Non Judicial Stamp Paper) that the product/solution submitted by them for the challenge is their own and there is no Copyright Violation of any sort at any stage of the challenge.
  • Anyone found to be non-compliant with the terms and conditions, may get their participation cancelled.
  • For any dispute redressal, Secretary (MeitY)'s decision will be the final verdict on the matter.
  • The winning entity would be free to market the product to any entity outside Union/State/UT Government Organizations of India.
  • It may be noted that funds will be transferred only in the bank accounts of Start-ups/Company/MSMEs/LLPs and not in the bank accounts of individuals.

*The Ministry of Electronics & Information Technology (MeitY) reserves the right, at its discretion, to change, modify, add, or remove portions of Terms of this Challenge at any time.
