About CCA

The Controller of Certifying Authorities (CCA) has been appointed by the Central Government under section 17 of the Act for the purpose of IT Act. The office of the CCA aims at promoting the growth of e-Commerce and e-Governance through the wide use of digital signatures. The CAs issues Digital Signature Certificates to the subscribers. The CCA certifies the public keys of CAs using its own private key, which enables user in the cyberspace to verify that a given certificate is issued by a licenced CA. For this purpose it operates, the Root Certifying Authority of India (RCAI). More information can be found at:

Applications of PKI as a technology has grown by leaps and bounds in the recent years and is on the verge of becoming synonymous with trust in electronic transactions all over the world.

The world of PKI has evolved as a robust and reliable system owing to the strong ecosystem - backed by the development in Cryptography, Protocols, Standards, Policy, Laws, Software libraries and hardware components.

The objective is to provide a platform for presenting novel ideas from academia and industry on traditional and emerging topics and new paradigms in the areas of PKI, with a clear connection to real-world problems, systems or applications.

The conference therefore seeks submissions presenting innovative research and current developments in the areas of Public Key Infrastructures, Digital Certificates, Digital Signatures, Key Management, One-Time Signatures, Certificate-less secure communication, Time Stamping, PKI based Authentication etc. Submissions may focus on Modelling, Design, Analysis (incl. security proofs and attacks), Development (e.g. implementations), Deployment (e.g. system integration), and Maintenance (e.g. performance measurements, usability studies) of algorithms/protocols/standards/implementations/technologies /devices/systems standing in relation with public key cryptography.     • Title: Lattice Based Cryptography
    • Abstract: Lattice based cryptography has been a very active research area for the past 20 years. The field has gained special attraction due to the conjectured worst case hardness of lattice problems even against the quantum algorithms. In the upcoming Post Quantum Cryptographic Competition hosted by NIST, numerous candidates are anticipated to be based on lattices. In this tutorial, I shall review the principles behind the lattice based cryptography, present some basic constructions, and explore their relations with standard cryptographic constructions.

    • Brief Bio: Rishiraj Bhattacharyya is currently a faculty in the School of Computer Science of NISER, Bhubhaneswar. He has received his PhD in 2011 from Indian Statistical Institute Kolkata. Previously, he was associated with Ecole Normale Superieure de Lyon, and R C Bose Centre for Cryptology and Security. His research focuses on the security proofs of practical cryptosystems.

    • Brief: Mr. Kunal Abhishek is currently working as Senior Research Associate in Society for Electronic Transactions and Security (SETS), Chennai. He holds an M.S. degree from BITS, Pilani and currently pursuing Ph.D. in Computer Science from Bharthidasan University, Trichy. He has 12 years of working experience in design and development of Cryptographic and Network Security products/solutions. He was the Principal Investigator of a project funded by O/o Principal Scientific Advisor to Govt. of India to develop an Indigenous Elliptic Curve Cryptography (ECC) based PKI for Certification Authority services. He has a couple of research articles on the same. He has also contributed as a Member of a Committee constituted by O/o CCA, Govt. of India for inclusion of ECC for PKI services under the IT Act. His research interest includes ECC based PKI, Secure Kernel Development and Artificial Intelligence & Machine Learning Techniques.

    • Brief: Mrs P.R.Lakshmi Eswari, is presently working as Joint Director, e-Security R&D, C-DAC Hyderabad. She is currently involved in the Research & Development of end system security solutions, embedded security, mobile device security and blockchain technology. As an outcome of R&D efforts solutions like Application and Device Control, USB Pratirodh, AppSamvid, Browser JS Guard, M-Kavach etc. are developed by their team. She is associated with C-DAC for the past 18 years in various R&D projects and training activities. Earlier she worked as lecturer at NIT Warangal for 2 years.

    • Title: Quo Vadis PKI?
    • Speaker: Prof. C.E. Veni Madhavan
    • Brief: C.E.Veni Madhavan obtained his academic degrees, B.E.(Electrical Engineering) from College of Engineering, Madras, in 1969, M.E (Control Systems) from BITS Pilani, in 1971 and PhD (Control theory) from Indian Institute of Science in 1975. He worked in the industry, Air India (1976-1977), National Informatics Center (1977- 1982), before joining the Computer Science and Automation department of IISc in 1983. He was a senior professor in the CSA department and retired formally in August 2014. He was the Chairman of CSA department during 1998-2000. He was invited to head the DRDO laboratory, SAG, New Delhi, during 2000-2003.

      His current research areas of interest are computational linguistics and pragmatic cryptanalysis. He continues to work, in IISc, on three R&D projects in the areas of cryptography and natural language processing and on several technical advisory tasks spanning government policy and academic and research mentorship.

      He has worked on many scienti c, industrial consulting and development projects sponsored by government and corporate sectors in these areas. He has published over 80 papers in refereed journals and conferences, and delivered over 200 invited talks in national conferences and universities. He has guided 16 PhD, 12 MS and over 100 ME theses. He is the co-author of a book on Public-key Cryptography published in India in 2009. He is the co-author of a recently led Indian Patent on a New encryption algorithm. An international patent on this is being led.

      Some of his project engagements were in the areas of cryptanalysis (MCIT), cryptography (TCoE-DOT) and cognitive networks (DST, DRDO). He was a co- investigator in a multi-institutional consortium project funded by CEFIPRA-IFCPAR (2012-2015). The collaborative project between, IISc (his group), TCS, University of Nice (France) and Gemalto (France), was on the design and development of various nancial inclusion platforms on the mobile telephone infrastructure. He developed a system for handling ecash and ewallet applications based on a novel design of a digital analogue of denominational at currency. He also built a cash-transaction simulator. He was the General Chair of the conference ADCOM 2017 of ACSSS on the theme of block chains and cryptocurrencies and the Chairman of the INAE Engineers Conclave 2017 on the theme digital economy.

      He obtained in 2001, an award by the Mathematical Association of India, for distinguished services in mathematics education and research. He obtained in March 2011, an award by IISc, for Excellence in Research in Engineering. He and co-authors obtained a Best Paper Prize in July 2011, in Boston USA, in the Annual Conference of the Cognitive Science Society. He was an Associate Faculty of the Centre for Neuroscience of IISc. He was the Chief Executive of the Society for Innovation and Development (SID) of IISc, during 2006-2012. He is closely associated with activities of the professional bodies, the Cryptology Research Society of India (CRSI), the Ramanujan Mathematical Society (RMS), ACS, INAE. He also works very closely with the government policy and R&D funding panels of DST, IFCPAR, MCIT, DRDO, NRB, NSCS, NTRO and with academic councils of universities and research centers, CRRAIMSCS, DSU, SASTRA, AMRITA, as member or Chairman of technical expert committees .

    • Title: PKI: Past Present & Future
    • Speaker: Dr. Ashutosh Saxena
    • Brief: Ashutosh Saxena is an industry expert and academician with over two decades of experience, 100+ international publications, 30+ filled patents out of which 21 are now USPTO granted patents, and a book on PKI: Concept, Design and Deployment (Tata McGraw Hill 2003) to his credit. Research interest is in the areas of information security and privacy. He is Life member of Computer Society of India and Cryptology Research Society of India and Senior member of IEEE.

    • Title: Development of Smart Authentication and Identification in Asia
    • Speaker: Dr. Wei-Chung Hwang
    • Brief: Wei-Chung Hwang is the Co-Leader of Mobile Security Working Group, Asia PKI Consortium. He leads the development of open data, data privacy, and electronic authentication projects in Taiwan, under the sponsorship of Ministry of Economy Affairs(MOEA), Ministry of Science and Technology(MOST), and Board of Science and Technology(BOST). He work with government, enterprise, and community to advance the development of electronic authentication technologies and explore the value of open data, personal data, with the adoption of data-centric approach. Wei-Chung is also the executive committee member of Open Data Alliance(ODA) Taiwan, and members of advisory/consultation committee for several government agencies regarding to digital signature, electronic identification, and open data.

    • Title: Dynamic Legal Regime of PKI: A Case Study of India
    • Speaker: Mr. Vakul Sharma
    • Brief: Mr. Vakul Sharma is practising in the Supereme Court of india and High Court, specialising in the field of information technology, data protection, privacy and cyber crimes. He advises the Government of India and various State Governments on Information Technology and practises. He has been nominated by the Cenral Government on various Expert Committees, Consultative Committees, Panels and Working Groups on Information Technology, Cyber Security, Data Protection, Cyber Crimes, E-governance etc. Having a unique distinction of training superior court judges, civil servants, police officers, law enforcement agencies, and forensic experts all across India on information technology, data protection, privacy and cyber crimes. He studied International Relations, International Economics, Law and Management from premier Schools/ Institutions in India and Europe and holds LL.B., Masters, M.Phil and MBA degrees. He has written numberous books, White Papers, Directives and Policy Documents.

    • Brief: Dr. Bhavana Kanukurthi is an Assistant Professor, Department of Computer Science and Automation, Indian Institute of Science. Her area of specialization is cryptography. Prior to this, she was a post-doctoral researcher at University of California, Los Angeles. She received her PhD in Computer Science from Boston University. She has published at various top-tier cryptography conference and journals including STOC, Crypto, Eurocrypt, TCC, IEEE Transactions of Information-Theory, Journal of the ACM. Dr. Bhavana is a recipient of the DST Inspire Faculty Fellowship and a Research Excellence Award from Boston University's Computer Science Department.

    • Abstract: The talk shall present the background of eSign which is an online digital signing service, along with its architecture. The talk shall bring out the various stake holders involved in the entire eco-system and the legal sanctity in the whole process.
